[Blind-sysadmins] End user passwords

Hi folks, I'm just curious, how do you approach this. Do you have all end-users enter their own passwords for every circumstance within yoru I T departments staff? Or do certain people have access tot eh passwords. EG. Crisp Manager can give their password to the chocolate I T Manager, but not to the Jelly Tots Placement Student. Or does yoru company implicitl tryust the I T staff?
