If you were asking about Linux, I would suggest GNU Parted, which also has some capacity to resize NTFS filesystems, according to a quick Web search. However, I'm less familiar with the Windows offerings. The partition management tool included in Windows (the one with the graphical interface) can resize NTFS filesystems as well. That's how I freed space on my laptop's drive in order to install Linux alongside the existing Windows installation.
