Andrew is correct. However, a Server core machine can be administered remotely from a workstation using standard GUI or commandline tools, which would be accessible. In theory you could do an unattended install and then access the machine remotely. Note I say in theory, because I've never actually used a server core machine, and I don't know anyone that's deployed them in production yet.
