If it's really one IP or one small subnet I blackhole the route so traffic doesn't reach my network. Some carriers give you bhp communities you can advertise to to blackhole a route or in other cases you just route to null on your edges. We've had 4 attacks in the last couple of weeks, and the ISP's abuse@... Are failing to respond. I even telephoned them, and was told that they only communicate abuse issues via e-mail, and as a policy do not send out acknowledgements.
