You are correct with the audio service start command. You are also correct that during install the shortcut should work. The issue is that unless it is a physical host wit the correct drivers it might not work at that time. I am doing all my work on Dell servers. It works great until the last reboot cycle which requires you to enter your password, then login and start the service.

How do you get speech during the installation? I tried hitting control+windows+enter to start narrator, but got nothing.
Also, once installed, if you're sure you were able to log in, I've had success getting the audio service started. Hit windows+r, cmd, enter, net start audiosrv. At that point you should get speech if you try to start narrator.

You can install Windows Server 216 - 2022 just like a client with speech all the way through. Once you get to the reboot and login, it will not work because the Windows Audio Service doesn't start automatically. I wish there was a way to do this via Hyper-V as my entire virtualization cluster here at work is Hyper-V. The unattended install works great but same applies with Windows Audio Service. I tried to mitigate this by doing the OOBE and having RDP enabled with a preinstall of JAWS for example with no success. I hate asking for sighted assistance through this process.
