If you download the developers' version, you'll get a full set of UNIX tools, including a package manager. Install Vim or (as is my preference) Emacs, and you're well on your way. I'm yet to try the Linux Subsystem for Windows, but that's my next step. I'm using a Windows machine in my work environment, as I need to interoperate with Microsoft Exchange, OneDrive for Business, Skype for Business, etc. My background is in Linux, though.
