I don't think you can do this in 2016, but in 2012 and 2012R2 you could do a normal server install, get your screen reader up and running or even set up the networking for remote access, then run a powershell cmdlet that removed the GUI and left you with a server core installation. That's how I've done it. That being said, I'd recommend for 2016 figuring out how to do a scripted install of server core to get it to a point where you can launch remote powershell. I haven't done this, but I'd imagine this would be possible, and in the real world this would be the route you'd want to go. One of the advantages of a server core install would be to have a very light footprint, and have as little software that needs updating on the environment as possible, and this includes screen readers. So my challenge would be, can you do it without eyes completely remotely and get a setup going? I believe the answer is yes but am not 100% sure. In short, I think I did most of it remotely. - used psexec from sysinternals to open a remote command prompt on the server--I'm sure you can do all of this with PowerShell - Enable the auto service to start automatically with the SC.exe command.
