[Blind-sysadmins] Pirated Microsoft Software

Does anyone have a phone number to make contact with Microsoft's fraud department? The web form they have asks for information which I don't wish to reveal at this point, but suffice to say the problem is within a Government department, and the external contractor is refusing to give passwords, unless paid a four figure sum.
