Are you using a group policy for this?

Does the copy command in Microsoft PowerShell work for you?

Subject: [Blind-sysadmins] coppying files into system folders under windows
10
Hello All:
Is there a way under windows 10 to copy system files into system folders?
Where I work at, we need to update our Jaws scripts and copy them into the
program data folder. We also need to copy files in to the \windows\system32
folder and the program files folder. The only work-around I found is to
enable the local administrator account, log in to it, and copy the files
that way.
If anyone knows of another way, please let me know.
Regards,
Kathryn
