Hello: For what its worth, we used Bitlocker where I used to work. Bitlocker can be configured so that the decryption key is stored in the machine’s TPM chip on the motherboard, and if this is the case and the chip is able to supply the proper key the machine will still boot. You’ll still need to log into Windows, but this will allow your screen reader to start and read the login prompt. This also complies with security requirements in that the TPM chip is not removable from the motherboard, and removing the hard drive and putting it in a different machine will not allow anyone to access any of the information as the keys are on this hardware chip that are in the original machine. I think this feature is available in any machine running Windows 8 or higher, I don’t know about Windows 7. I've never tried other keys like tab or arrows. I think after a number of wrong attempts, which is probably configurable, you can also get locked out of the system. Believe me I wish it had bbeeps, but of all the problems I have with accessibility, this one is small and not something that practicaly causes me trouble I can't remember the last time I had trouble because of this.
