Works on my server, 2012 r2 and NVDA. I do use though sound blaster sound card in the server, maybe that makes a difference. I go line by line and it tells me what service/feature installed and what is not installed. If it's an option, maybe to try external USB sound card and NVDA can do the trick? I'm kind of stuck at the moment. Yes, I can use powershell but it doesn't fit with what I'm trying to do at the moment.
