To me that seems like the simplest way to go about this process. I have done this before with great success. So it does the work of installing the updates, setting up some streamline processes etc. It isn't needed and if you want to take out those parts of the script then that should work. The previous iteration used a mishmash of Powershell scripts called Boxstarter, but as I am more familiar with Chef I prefer the Chef method. You could also code it yourself if you didn't want to install an agent on the boc.
