Outlook for Mac has a unified inbox that does indeed consolidate all incoming mail into a single folder. It works well with VoiceOver. The iOS version offers the same feature. In both cases, you simply select the inbox under the "all accounts" category.
However, as far as I have been able to find out, the Windows version of Outlook doesn't support this feature, unfortunately, probably for historical implementation reasons.

Maybe you might use ctrl+y to open the folder list and choose your mailbox and folder.
