Personally I always feel it's safer to do a full re-format, and indeed if it has contained sensitive information, I use a special re-formatter which does multiple passes to US Military standards, albeit this can take a very long time. I'm running an install and it keeps picking up on the name of a previous user on this computer. I suspect it was the original person who installed Win7. I've changed it to myself and the name of the organisation I work for in the Registry under, "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion" Rebooted, and confirmed the entry I put in is still there.
