I have something called a light probe that I use to check lights. It cannot tell color but I think it can check flashing.

Dave, Many years ago when I worked on a switchboard, I had a light sensor able to read LEDS; it didn't distinguish colour, but it would be possible to identify a solid light from a flashing light? Let me know if you would like more detail.
