Have you tried Firefox? I recently used an Oracle Web application where Google Chrome 61 didn't present the error message dialogs, but Firefox did. Also, I've experienced cases in which buttons are marked as "unavailable" even after they've become available - so trying the button anyway is definitely a good idea.
