How about Ventrilo. It is something we use as a VOIP software / Chat software for our CISCO training for the blind at Curtin Univeristy in Perth Australia.
Each user in our CISCO training has a user account with a user name and password controlled by the site administrator and when they log into the service as a client which provide a variety of rooms / office that are setup by the site administrator. We then communicate in real time one on one or via a class for information and we can provide feedback via chat.
We are using 100 seats for I believe 150 a year. We use WIndows and Mac accounts to access this service for our training program.
