[Blind-sysadmins] Examples of unattended Windows server 2019 installations with SSH enabled?

Does anyone have examples of automated installs of Windows Server 2019 that have SSH enabled when the install is completed? I'd like to build some 2019 VM's using Packer and it would be a lot easier to access them over SSH then dealing with winrm since they will not be joined to a domain.
