Actually, as I write this, it occurs to me that you should consider writing your database frontend as a web app. I was going to say that I am not qualified to tell you what tool to use because I haven't written a database frontend for years. But I do that almost constantly, it's just that I always write web apps now. I haven't written a database frontend app in a tool like Microsoft Access for about 15 years. My opinion would be that you should have a compelling reason to use a tool like Access rather than a web app since everybody already has a browser on their desktop.
