Hi. Its likely that whatever lockdowns you have you will have the same issue with another partition manager tool as I expect they use similar methods to resize the volumes. To be honest I thought you could resize the system volume using Diskpart, Diskpart is what is used as the backend to the volume GUI tool in Disk Manager. Internet searches seem to confirm this.

If you were asking about Linux, I would suggest GNU Parted, which also has some capacity to resize NTFS filesystems, according to a quick Web search.
However, I'm less familiar with the Windows offerings. The partition management tool included in Windows (the one with the graphical interface) can resize NTFS filesystems as well. That's how I freed space on my laptop's drive in order to install Linux alongside the existing Windows installation.
