[Blind-sysadmins] SQL clients for Windows

I'm looking for an accessible Windows client that can talk to an SQL database to do not just database maintenance like supply your own SEQUEL commands on a command line, but create front-ends for users that either generate accessible Web pages or accessible data entry and retrieval screens. I'm also interested to know if anyone knows of a company called Cluen that makes their own proprietary front-end to a custom-created SQL database used for executive recruiting.
