[Blind-sysadmins] odd start and task bar options

Hi. Go to settings, then personalization. Then go to start to change my apps list setup. Does not go into that, just keeps teeling me windows is not activated. Cannot get into the task bar area either. Just checked my version. Windows server 2019 essentials version 1809. Do I need to update this version. Thanks.
