I don't know if this is helpful but I use Oracle every day. I use the linux command line client sqlplus, to interact with the Oracle server. I am assuming you are a Windows user. If so, you are in luck. Yeah, I do see that as well. And I agree, I do suspect that is the same basic reason that Braille doesn't work in the grid results.

I also use SQL 2014 and find it works fine with speech as did the other versions. I have some outstanding issues raised with FS about screen tracking with JFW in Server 2012/Windows 8.1 which I think are similar to what you are seeing.

It is as accessible as previous versions of SSMS. But, if you haven't used previous versions, you can do most of the things on your list with not much difficulty.
One notable difference; but this is more to do with Windows and not SQL SSMS; if you use Braille Displays, you can no longer read the grid of a query/select statement output in Braille after going to windows 8 and/or Server 2012.
