Hi, If we're talking about testers for PC PSU's, they do exist but I don't like them. The problem with these sort of testers is that they don't put any noticeable amount of load on the PSU, so quite often the PSU "passes" the test that the tester performs, but once we're talking about the sort of load that a full system puts on it you still might run into problems. What sort of simptoms are you seeing when you power a system on with said PSU connected? Voltmeters are a completely different discussion though. I have never owned one so I can't comment, but I do know that some blind people use them.
