I don't know what your problem is. However, if you are unable to find a
better solution, you should install an earlier version of Ubuntu and then
upgrade it to 17.04.
There is at least one active Ubuntu developer who works on accessibility.
Also, you may receive more responses by posting to the Orca mailing list, or
to an Ubuntu list or forum.

Has anything changed in the latest Ubuntu 17.04 that effects speech?
I'm trying to get Ubuntu 17.04 64 bit going in a virtual machine
workstation11 vm on my windows 10 host. Prior to this with 14.04 and
16.04 I waited until the drum prompt then did alt+super+s which got me
speech.
In 17.04 I do hear the drum prompt which I love by the way, and I do the
alt+super+s and nothing no speech.
Any ideas?
