Hi Darragh, I'm not sure about 2007's handling, but if it's anything like Exchange 2010, it might be worth doing some reading and review of how spam is handled by Exchange. Depending on your users, you may want to take a closer look at SPF handling which basically checks for forged headers. That said, it's a minefield, as I have been discovering after setting up an Exchange 2010 server in Zimbabwe, of all places!!
