I don't know how Speakup is normally configured in Ubuntu. Try adding
speakup_soft to a new file called /etc/modules-load.d/speakup.conf, then
systemctl enable espeakup && systemctl start espeakup

I've got a Ubuntu 17.04 vm working it was installed with speech so when it
comes up I get speech. I did an update from 17.04 to 17.10 and lost speech.
On investigating, apparently espeakup was removed, and speakup_soft was not
loaded with the new kernel. I've looked in /etc/default/grub for the module
load line didn't see it.
Can anyone tell me how to reenable speakup_soft?
