Is this Windows Conhost (conhost.exe) or terminal (wt.exe)? Or a graphical app running under VAIL/RAIL? If so, try Ctrl+Shift+v. As of yesterday i.e. before I crashed for the night, I had wsl2 running with a Ubuntu setup that when I selected something in windows and did a control+c then a control+v in terminal the item would be pasted, for example a url passed to wget. I believe that the key also brought up a menu but am not 100% sure as I used it so rarely, point is it was working. Got moving today and saw that this machine had rebooted since it had to install an update, now the copy paste in Ubuntu terminal is no longer working and I'm not seeing how to get it back.
