Tricky one, but initially I would like to actually speak to someone at
Microsoft, to see what precisely they require to pursue matters.
I am advising legal action, but there appears to be some politics going on
above my paygrade.
I'd hasten to add that the sum involved runs well into 5 figures of tax
payers money.

I've worked with many government agencies at the local and state level. Your
issue perplexes me a bit. In an event where a vendor will not give
passwords, there is means to address this that I will not go into on this
list. If the vendor provided software that is not legit, then the government
should pursue legal action.

Does anyone have a phone number to make contact with Microsoft's fraud
department?
The web form they have asks for information which I don't wish to reveal at
this point, but suffice to say the problem is within a Government
department, and the external contractor is refusing to give passwords,
unless paid a four figure sum.
