Hi: The admin interfaces for all of M365 is pretty accessible, but you're right it is inconsistent. My top recommendations are to just take time exploring it, get to know the main UI and any parts you'll be administering. Some things you'd think would be in Exchange will be in Security and Compliance, that's because those settings impact way more than just Exchange. The final note is 99% of everything you can do through the portal you can do through Powershell. I'd get that all set up, there are several different environments you'll need to get going, but then you can do day to day stuff from the command line and save the GUI for more infrequent tasks.
