For your VPS, you?ll either want to learn the CLI and use it (most of us do that, it isn?t that hard), or use Windows Server with the GUI. You could learn on Ubuntu 14.04 LTS, Cent OS, whatever. As far as providers go, I would recommend Vultr. They?re cheap and have an accessible control panel. For accessibility tutorials, podcasts, and a link to get free credit when you sign up, go to http://n6.io/vultr <http://n6.io/vultr> The Vultr control panel automatically installs your OS for you, so no sighted help is required. About Vinux, the short answer is don?t. Just don?t. The site is still there but it hasn't been updated in a long time so I wouldn't even look at it. Besides, the Vinux is catering to desktop and GUI operation, whereas what we are talking about with a VPS is a server/headless setup, so it really isn't applicable anyway.
