Billy, I will give you my experience with firewalls. 1: all fortinet firewalls I have used have a CLI interface. That is what I use. The GUI is marginally accessible. that is to say, I can do some things in it, but the important things I do at the CLI. You do not need the GUI to operate these units. I have not used a palo firewall, but It also has a CLI. You also could look at PFSense. It is configured through a browser, and it is entirely accessible. It supports openVPN as well as IPSSEC.
