Absolutely, There are some Cisco emulators out there that are free and allow you to run standard IOS images on a PPC emulator. Google around for dynamaps and or dynagen for more info. The idea is you build your simulated network in a simple markup language in a flat text file, the file loads and it spins up the instances you need with the simulated links between the elements. It's a great way to learn some routing protocols and see what they do in a virtual environment. CPU load is quite high but for a quick prototyping session or a great lab in a box solution. My experience was the dynamaps stuff was absolutely accessible since it was all based on flat files and batches.
