I believe that USB charging sources come in different wattages. Its not just the voltage but the current requirement that can effect operation. In particular a very small USB AC charging device like yours is likely to be underpowered. Another reset that is worth trying is to set the keyboard lock in the up position (locked) then hold the power butten down until the device reboots. If you don't, then either consult with your local Plextalk dealer or check out a convenient electrical store (bvringing your plextalk along, to show the assistant there, for size). Could you not get or find a multi-adapter, that will take your Plextalk charger's plug, and it connecting to the wall socket at the other end?
