Bluetooth has nothing to do with being internet connected or not.
Bluetooth is just a technology that transmits or receives audio
signals wirelessly making it so that you can listen to your audio
content without wires getting in the way.
I usually recommend to any international folks who are interested in a
low cost item to seek out a similar item locally. However, the
shipping amount is determined by the size of the package, so depending
on what you wanted to order, I may or not recommend that you seek it
